How capacity build in open data field?
Education + Data: How do children use open data. How can we bring this kind of knowledge to education in primary schools. How do we make it as important as, for example, sex education?

Bottom Up

Civil society creating coalitions.
How can we involve people from different sectors?
How can we build bridges between open data + digital rights or security communities?
How can we build a common lingo. How do we get techies to talk with other activists?
Fellowship. You add a skill set for a less techie approach.

A need to understand importance of data, good quality, timely.

Are funders neglecting civil society non-OGP countries?

This is an updated notes taken from the second half of this session.

  1. finding more examples of used cases, failures: There is no local impact from Code For Africa while having a reasonable number of chapters and there are few youths working in the government to help push the agenda of openness in governance, Idea: need to utilize more knowledge resources that are available online by School of Data and experiment them by regions such as Asia and Oceania to measure the replicability and reusability

  2. There are no centralized IT/civic tech/code type of hub by region

  3. discuss more about the divide of funding & other opportunities between civil society from OGP countries and non-OGP countries: funding should be in long term (min 5 years) for open data projects based in both OGP and non-OGP countries that focuses on specific sectors/scope such as welfare, education or health to measure progress more effectively

  • discuss more of what OGP is lacking and identifying key points to improve: OGP is not visible, not strong and not vocal enough, and OGP do not have instruments and specifications to push harder on governments

  • explore possible gaps between governments & intermediaries/civil society: identified gaps; lack of trust, lack of open data knowledge, narrow point of views and lack of understanding of limitations

  • discuss more of failures/flaws found from existing capacity building initiatives and identifying key points to improve: idea: a centralize ecosystem is needed to improve global collaboration through capacity building and with this, good programmes that connects data providers and data users are crucial
