The data package and data resource specifications define licenses as an array.

What is an example of when more than more licence would be defined in the array?

If a data package has two data resources with different licenses, would the data package licenses property:

  • be an array containing the different licenses for each data resource
  • be omitted
  • be a license for the metadata in the data package that may be different to the data resource licenses?

If a data resource contains data from different copyright holders, would the licenses property be an array containing the different licenses for the data? I feel that this would need to be complemented with an explanation in the README.md within the data package.
