Concerning national map, the french public operator IGN in charge of the production of map contents, proposes some open data sets available under Open Licence :

Both datasets do not fullfil the scale requirement of 1:250,000 but only 1:1,000,000 for GEOFLA and between 1:500,000 and 1:4,000,000 for ROUTE
