Assessing open data or official data?

Continuing the discussion from Data Availability and Machine-readability:

I have made a submission for Australia’s location data. I assessed the authoritative postcode data published by Australia Post and updated monthly.

The 2014 census assessed an approximation of the postcode data published by the Australian Bureau of Statistics in 2011.

I believe the authoritative postcode data published by Australia Post is the correct dataset to assess to provide an accurate reflection of the state of open data in Australia.

Does this sound right?

It sounds right to me.

I’ve made a submission for S.Korea’s company register, and even though the official registry is not openly licensed and not machine-readable, I assessed it. However, the last year’s census used a different dataset for public disclosure mainly to investors so the dataset includes only parts of the whole registry, not being official.
