Cascading data by default

As discussed here, changes to the census code created a UX problem, where on the default overview, place, dataset and entry pages, the user would only see data for the current year.

We’ve reverted that to the old behaviour: you will now see cascaded data on those pages - i.e.: the current state of data.

The new year-based views still remain, and we urge local census admins to become familiar with them as a tool to keep data up-to-date.

@hackyourcity- Can you please mail your brigades about this? We will tweet about it, but I think it will be good if you will try and reach to them in other ways as well.
