Data free of charge for searches, but charged for downloading

Hello all!

I have a little question on data being free of charge.

For Location Data in Brazil we have a platform for consulting zipcodes or addresses which is available for the public free of charge by the brazilian post service.

However, the post service doesn’t provide a list of addresses and zipcodes unless you pay to access it.

I’ll explain this situation in a comment but even though: should I put yes or no answering the question “is the data free of charge”?

If you need to pay to actually use the data, it’s not free of charge.

There is one additional problem with the CEP database of the Brazilian post service. It does not have geolocation data, even if you purchase it. As stated in the dataset description:

A database of postcodes/zipcodes and the corresponding spatial locations in terms of a latitude and a longitude (or similar coordinates in an openly published coordinate system).

(emphasis added)

So, I believe it does not even qualify for this dataset.
