Entry for Government Spending / Puerto Rico

#1

This is a discussion about the submission for Government Spending / Puerto Rico.

I submitted the original responses, but would like to edit some of the entries as follows:
B1. - Yes
B1.2. - Departamento de Hacienda - Department of Treasury
Comment: The Puerto Rico Institute of Statistics sponsors http://www.transparenciafinanciera.pr, which is attempting to collect up-to-date transaction level information of the expenses of all of Puerto Rico’s government agencies. The information this website displays is available in another Puerto Rico Institute of Statistics sponsored webpage from an open data portal: https://data.pr.gov/dataset/PL-Detail1/36zr-t5xm.
B2. - Yes
B2.2. - Source URLs and Descriptions:

  1. http://www.hacienda.gobierno.pr/inversionistas/estados-financieros-del-estado-libre-asociado-de-puerto-rico-financial-statements-commonwealth-puerto-rico - Provides general financial statement reports for the Commonwealth of PR by fiscal year in PDF (non-machine readable) format.
  2. http://www.transparenciafinanciera.pr - The Puerto Rico Institute of Statistics sponsors this site which is attempting to provide up-to-date transaction level information of the expenses of all of Puerto Rico’s government agencies as open data. The information this website displays is obtained from another Puerto Rico Institute of Statistics sponsored webpage: https://data.pr.gov/dataset/PL-Detail1/36zr-t5xm.
  3. https://data.pr.gov/dataset/PL-Detail1/36zr-t5xm - The Puerto Rico Institute of Statistics sponsors this site, which is part of an open data platform, that seeks to tabulate up-to-date transaction level information of the expenses of all of Puerto Rico’s government agencies. The information herein contained is displayed in a more sophisticated visual manner on the website http://www.transparenciafinanciera.pr.
B2.3. - 1 (Do not agree at all)
B2.4. - For the first website, I consulted a person knowledgeable about the government’s websites and sources of information to identify the governments official URL that provides information about government spending. Regarding the second and third websites, I knew about them because I work with the government agency that sponsors them. However, since they are relatively new, it is difficult to find them by simply searching on internet search engines.
    B3. - Select all (A-E)
Comment: The Puerto Rico Institute of Statistic’s http://www.transparenciafinanciera.pr and https://data.pr.gov/dataset/PL-Detail1/36zr-t5xm websites are attempting to collect up-to-date transaction level information of the expenses of all of Puerto Rico’s government agencies. All selected characteristics apply to these websites. Regarding the first website, none of the characteristics apply since it only provides very general financial statement reports for the Commonwealth of PR by fiscal year in PDF (non-machine readable) format.
    B4. Yes
    B5. No
Comment: For the first website, one can download at once the general financial statement reports for the Commonwealth of PR by fiscal year in PDF (non-machine readable) format. Although there are multiple graphs and tables in the reports, I don’t think this counts as actual datasets. For the second website, the datasets cannot be downloaded directly. However, the third website, which supplies the second website with information, allows the entire dataset to be downloaded at once by pressing the button that reads “Exportar”.
    B6. Yes
B7. The first website has a copyright of the Puerto Rico Department of Treasury. The second website does not specify any license nor does it mention that it’s in the Public Domain. The third website, however, states that the data are in the Public Domain (under the “Acerca de” button and the category “Licencias y atribución”).
B8. Select: CSV, JSON, RDF, and XML
Comment: The first website provides its data as general financial statement reports for the Commonwealth of PR by fiscal year in PDF (non-machine readable) format. The second website, although it provides up-to-date transaction level information, the data cannot be downloaded directly. The third website allows information to be exported (“Exportar” button) in the specified file formats.
B9. 3 (Little to no effort is required)
Comment: Little to no effort is required for the third website.
