Comment: The Puerto Rico Institute of Statistics sponsors http://www.transparenciafinanciera.pr, which is attempting to collect up-to-date transaction level information of the expenses of all of Puerto Rico’s government agencies. The information this website displays is available in another Puerto Rico Institute of Statistics sponsored webpage from an open data portal: https://data.pr.gov/dataset/PL-Detail1/36zr-t5xm.

    B2.4. - For the first website, I consulted a person knowledgeable about the government’s websites and sources of information to identify the governments official URL that provides information about government spending. Regarding the second and third websites, I knew about them because I work with the government agency that sponsors them. However, since they are relatively new, it is difficult to find them by simply searching on internet search engines.

    Comment: The Puerto Rico Institute of Statistic’s http://www.transparenciafinanciera.pr and https://data.pr.gov/dataset/PL-Detail1/36zr-t5xm websites are attempting to collect up-to-date transaction level information of the expenses of all of Puerto Rico’s government agencies. All selected characteristics apply to these websites. Regarding the first website, none of the characteristics apply since it only provides very general financial statement reports for the Commonwealth of PR by fiscal year in PDF (non-machine readable) format.

    Comment: For the first website, one can download at once the general financial statement reports for the Commonwealth of PR by fiscal year in PDF (non-machine readable) format. Although there are multiple graphs and tables in the reports, I don’t think this counts as actual datasets. For the second website, the datasets cannot be downloaded directly. However, the third website, which supplies the second website with information, allows the entire dataset to be downloaded at once by pressing the button that reads “Exportar”.

The third website, however, states that the data are in the Public Domain (under the “Acerca de” button and the category “Licencias y atribución”).
