How to apply for the "Licence Open-Data" in France?

Does anyone know how to apply for the “Licence Open-Data” in France?

I need to get access to French patent data from the INPI (Institut National de la Propriete Intellectuelle). The data is available online on their website but you have to click on each patent to get the information I need. So I would need to do that thousands of times…
Getting the data in formats such as excel, csv, etc. would be extremely helpful.

I have contacted the INPI and they said I need to apply for the licence open-data to get it in excel. But I was not able to find how to apply for one.
Please let me know if you have any information on this.

Some of INPI’s data is available as OpenData on data.gouv.fr : Jeux de données - data.gouv.fr

All of these are under the French Open Licence https://www.etalab.gouv.fr/wp-content/uploads/2014/05/Open_Licence.pdf which is pretty much like CC-BY and does not require you to do anything else than cite the source

Although, most of this data is only statistics and metadata and the actual info on patents is amongs the non open datasets here : Jeux de données - data.gouv.fr
