It’s political! Who knows whether Scotland will be in the UK in a few year’s time, especially if the UK decides to leave the EU in the forthcoming referendum. Also, open data is a so-called devolved matter in Scotland, so falls under the jurisdiction of the Scottish Government, not Westminster.

BTW we do now have .scot as a TLD.
