Why are some countries not listed?

Hi, I work in an NGO interested in Open Data and Open Government in Ecuador, however our country is not in the Index and I would like to know why.

Thank you very much for your respond, it was very helpful. I work for Fundación Ciudadanía y Desarrollo, an NGO that works in open government and open data in Ecuador and we would like to know how to become members of your community and make a submission for the 2018 index in Ecuador.

Hi Carolina, it is great that you are interested in collaborating for the next Index. We have been talking about how we could do an assessment for Ecuador with @edobejar who is our ambassador in your country. Also, Julio Lopez, former Escuela de Datos fellow mentioned being interested. If you want we can have a call to figure out what would be the best way to do this.
