Dealing with Portals that only harvest metadata from other portals

There are a number of portals that don’t provide data but rather aggregate and search metadata from across many other data portals, e.g.

• http://www.re3data.org (over 1,200 data repositories indexed)
• http://www.neii.gov.au

Should these “portals” be added to DataPortals.org?
