Dealing with jurisdictions that have multiple portals

A number of jurisdictions in Australia have two portals - one for spatial data and another for tabular data. Sometimes the metadata is harvested from the spatial portal to the other portal.

In DataPortals.org, do I submit an entry for each portal or is there some other approach?

This is very common, and I would say submit it as two entries. Often the conditions are different between the portals too.
