Hello everyone. this is my first post so welcome everyone.
I would like to correct some information about Polish National Procurment Data Base.
Im collecting this data from 2014 and actually there are different channels and opportunities.

So everyone can access HTML browser via:

Currently they are making some changes in the annoucment form so new annoucments are published here: https://bzp.uzp.gov.pl/In/Search.aspx

You can download EVERYTHING* from their FTP:

There are XML** files and HTML files.

Data are updated every 15 minutes (on FTP).

    • the problem with EVERYTHING is that from 04.05.2017 they changed announcement form and they stop to publish XML announcement file. As i talked with UZP authorities, they sad that currently this is not their main point to publish data in XML format, because they are working on new forms for every announcement. I will escalate this situation to current government and will try to convince them to re enable XML files.

** - XML files are machine readable but there is not schema ← You have to parse thousands of announcements to have the more less knowledge about the structure. The structure is sometimes broken.
WARNING. In last year we had another law change. In 2016 some XML of the same announcement type changed.
Be aware of it if You would like to download and use data.

There is no info about the licence, but this are public data.
In Poland we have law that public data are open to everyone, and everyone can download and reuse it.

Thanks so much for the explanation. Do you know which types of formats the UZP wants to publish in in the future? I we will keep the review then as it is and say the data is only available in HTML.

Could you send me a link to the law stating that procurement data is public data. This is both important to confirm public domain status, but also important for us to become better informed about the general legislation in Poland. This would be very helpful. Otherwise I’m afraid we cannot accept this change.

Also it would be interesting to hear more about issues with the schema. We are exploring ways to assess these aspects of data quality in the upcoming edition of GODI.

Do you know which types of formats the UZP wants to publish in in the future?
They currently want just HTML, and they will think about XML or JSON later.

We talked today with vice president of UZP (Public Procurement Office) and he told us that he will have a meeting about that case. We will see. If they will not do anything we will escalate the case to Ministry of Digitization.

Art. 1
Every information that is about public activity is considered as public information.
This does not apply only to:

  • Central database of land registers,
  • National Criminal Registry,
  • National Court Register,
  • Register of pledges,

Art 2.
Everyone is entitled, except Art. 5, the right of access to public information, hereinafter referred to as the “right to information”.
A person exercising the right to public information may not be required to demonstrate a legal or factual interest.

Also it would be interesting to hear more about issues with the schema. We are exploring ways to assess these aspects of data quality in the upcoming edition of GODI.

Ok. So I’m back with some update:
After our intervention, the UZP published new API.
It is / “was” available under: http://bzp.uzp.gov.pl/webservice/BZP_PublicWebService.asmx
They have some problems with it now, but I’ve seen it was working.
I sent a message to the administrator to solve current problem.

I was checking the link you sent, problem is that I cannot access it right now. Also I cannot verify whether this data existed before March 15 (our final reference point for assessment). I tried to access the URL with the Wayback Machine (that sometimes help to verify if a website existed before).

Unfortunately we cannot assess this data for this year, but your progress will have an impact on next year’s index. So this should be flagged to the UZP.
