I just wanted to make sure about something.
When we are assessing open data in the subnational level (cities), should we necessarily find open data provided by local government (or third party) sources or if data is open by subnational levels in a federal source, should we also consider it?
For example. For National Statistics in Brazil: there is no subnational source of unemployment rate data in Rio de Janeiro because this data for the city is already provided by IBGE, which is a federal institution. In this case, can I consider this source as being the provider of open data, or should it be a subnational level institution?

In the Australian City Census we record data that is published by the state government for local government ward maps.
I would record any authoritative source of open data regardless of the publisher.
