Reviewer was unable to access/open the downloaded XML file because the link was incorrect. The correct link is http://law.moj.gov.tw/PublicData/GetFile.ashx?DType=XML&AuData=CFM.
In order to reduce the loading time of the data, it is compressed as ZIP file. Actually the data is XML format after unzipping it. Therefore, it meets open format and bulk download.

@afro0525 - how can people find this link easily? is it on the portal somewhere?

to be more clear @afro0525- for me this link is coming out of thin air. If people kind find it anywhere online, how can we know it really exist to external use? How can I even evaluate its licence and update frequency

I agree, @mor. @afro0525, I have looked into the homepage’s source code to find the link you are referring too. I was unable to find the subpage, see that the string "publicdata (leading to your URL) is found nowhere in the code

People can find the link from the open data portal (http://data.gov.tw) which contains all open data of Taiwan government agencies.

It links to website of Ministry of Justice.

Now here stuff becomes interesting since the user needs to agree to the terms of use. Only then you can find this link http://law.moj.gov.tw/PublicData/GetFile.ashx?DType=XML&AuData=CF

The fact that someone needs to agree to terms and conditions in order to get a link makes the data not open. @dannylammerhirt - thoughts?

The Ministry of Justice set the agree button in order to remind the users of the terms of use . Now they remove this agree button on this website(系統訊息-全國法規資料庫) , so users don’t need to agree to terms and conditions. Users can get the data link for free directly.
