Power to add new tags for chapter

How to a local director (or people of the board of directors) can “get powers” to create new tags, for local discussions?

non-English tags are valid?
(at DiscussOKBr we use pt-BR)

PS: a bug? This topic need two tag, as this other one the second tag is “tools”, but there are a “no matches found” error in the choose-optional.

tools are a sub category
I don’t think you need admin for tags. @danfowler thoughts?

@Mor I’ve also lowered the min trust for tags. We can fix if this becomes problematic.
