I think that it is proper to describe this section through data from the Czech Parliament (not the Úřad vlády - it provides only part of draft legislation that is drafted by the Government institutions and before it is handed to Parliament).

Once a law is drafted and handed to Czech Parliament, all steps taken are tracked (here for example http://www.psp.cz/sqw/historie.sqw?o=7&t=764). Transcripts of debates are available online.
I discussed this with more people and I think Michal has a good point. I decided to use site of govt office because it also contains Government Orders. But the part of legislative process when draft laws are discussed and voted on by Parliament is better documented on the site Michal is referring to.
