I found that the LEGCO website of Hong Kong has already provided a Bills Database which contains key information and amendment history of some 6000 Bills considered by the Council since 1906. API is available to support download of information in JSON and XML format. The API also supports download of all bills data at once and download by date range (e.g. gazette dates of bills by year). (http://www.legco.gov.hk/odata/english/billsdb.html). GODI probably did not notice this in the last assessment in 2016.
